Ngieng Laey, deputy chief of battalion 4, regiment 29, arrested in O Yadav, Ratanak Kiri, on October 29, 1978, confessed that on October 10, 1978 his regiment 29 went to prepare troop in Mang Yang mountain, Phle Ko province. Ngieng Loep prepared plan to fight to get Ratanak Kiri that it was the beginning point of the Vietnamese Party to fight into the Kampuchea between 1978 and 1979.
ឈ្មោះ ងៀង ឡើយ អនុសេនីយផ្កាយ ២ អនុប្រធានវរសេនាតូច ៤ វរសេនាធំ ២៩ ចាប់ខ្លួនថ្ងៃ២៩-១០-១៩៧៨ នៅអូយ៉ាដាវ រតនគីរី បានសារភាពថា នៅថ្ងៃទី១០-១០-១៩៧៨ វរសេនាធំ របស់ខ្លួនបានទៅត្រៀមទ័ពនៅភំ្នម៉ាងយ៉ាង កុ្នងខេត្ដផេ្លកូ។ ងៀង ឡឹប វរសេនីយផ្កាយ ១ បានលើកផែនការវាយយក រតនគីរី ដែល ជាការចាប់ផ្ដើមវាយលុកចូលកម្ពុជារបស់បក្ស វៀតណាមនៅឆ្នាំ១៩៧៨-១៩៧៩។
