Jin said the success of the Paris agreement depended on its acceptance by the Hanoi-Backed government in Cambodia and the coalition of the KR and its two guerrilla partners, which are fighting Phnom Penh. Diplomats took this to mean that China might cease its arms supplies to the KR of the Soviet Union and others pressure Vietnam and Phnom Penh into concessions.
