Ao Chy, soldier of Regiment 116, Region 15, and Em Oeun, soldier of Battalion, Regiment 116, confessed that Khoem Thoeun, secretary of Regiment 116, Region 15, attended the meeting and had a plan to convince soldiers and cadre to counter the Angkar, to recruite forces in preparation for anti-party strike, to expand traitorous network, and to convince people to hate the revolution.
