"No one knows just what the Khmer Rouge are doing clearly the government is giving ground against them in the west", one diplomat said in Bangkok. Journalists have little access to Cambodia. All four Cambodian guerrilla groups are relatively weak and one diplomat said guerrilla's owed much of their gains to the "atrociousness" of the Cambodia army.
