Peou Seam, 28, was a native of Svay Chas village, Sangkat Ponhea Lieng, Preah Sdech district, region 24. At the age of 15, Seam was a monk at Wat Kandal. In 1970, Seam joined the revolution in Preah Sdech district with Mean being an introducer. Mean integrated Seam into the Free Khmer on the day on which Seam joined the revolution. Mean connected Seam with Phan, Cheat and Phuon, and took joint activities against the revolution. In 1972 and 1973, Mean concocted plots by advising Seam to cut off rice rations at the battlefields of Tunle Thom, plank factory, Leuk Dek and Sre Ambel. After the liberation, Seam convinced soldiers to flee home, conspired to distribute leaflets, and set off grenades in the city in April 1976.
ឈ្មោះ ពៅ ស៊ាម អាយុ ២៨ ឆ្នាំ ស្រុកកំណើតនៅភូមិស្វាយចា សង្កាត់ពញាលៀង ស្រុកព្រះសេ្ដច តំបន់ ២៤។ ស៊ាម អាយុ ១៥ ឆ្នាំទៅបួសនៅវត្ដកណ្ដាល។ ឆ្នាំ១៩៧០ចូលបដិវត្ដនៅស្រុកព្រះសេ្ដច អ្នកនាំចូលឈ្មោះ មាន។ មាន បានបញ្ជូលស៊ាមឱ្យចូលខ្មែរសេរីក្នុង ថ្ងៃដែលចូលបដិវត្ដ។ មាន បានទាក់ទងស៊ាម ភ្ជាប់ជាមួយឈ្មោះ ផាន, ជាតិ, ភួន ជាប់រហូតនិងរួមសកម្មភាពប្រឆាំងបដិវត្ដជានិច្ច។ ឆ្នាំ១៩៧២-៧៣ មាន ដាក់ផែនការឱ្យស៊ាម បង្អត់របបអង្ករបងប្អូន នៅសមរភូមិទនេ្លធំក្ដារបន្ទះ លើកដែកនិងនៅស្រែអំបិល។ ក្រោយ រំដោះ ស៊ាម បំផុសយុទ្ធជនឱ្យរត់ទៅផ្ទះ រួមគំនិតបាចត្រាក់ និង គប់ គ្រាប់បែក នៅក្នុងក្រុងកាលពីខែ៤-១៩៧៦។
