Foreign Minister Ali Alatas said yesterday Cambodian leaders have failed to seize important momentum toward peace in their country. Alatas, whose nation is host to Cambodian peace talks scheduled to begin tomorrow, was expressing disappointment at the decision of the leaders of three of the four warring factions not to attend the talks.
