Three of the four warring Cambodian factions have signed a document to be announced in Tokyo next month agreeing, in principle, that a ceasefire is necessary in Cambodia as soon as possible...... Prince Norodom Sihanouk, Khmer Rouge leader Khieu Samphan and Phnom Penh Premier Hun Sen have signed " the paper", which outlines broad guidelines for a ceasefire.
