Lately, the Hanoi authorities have repeatedly pleaded for aid to Vietnam and normalisation of relations with authorities in the west. The Hanoi ringleader, Nguyen Van Ling, has openly declared that Vietnam would allow Japan and the USA to use the Cam Ranh naval base if they agreed to normalise relations with the SRV.
