Vietnam will allow 70,000 of its citizens to emigrate this year, more than half as many again as in 1989, a Foreign Ministry Official said. Luu Van Tanh, Vice Director of the Foreign Affairs Department in Ho Chi Minh city, said on television on Sunday the 70,000 permitted departures in 1990 compared with 45,000 last year and 25,000 in 1988.
