The Khmer Rouge said late last month it would not observe the ceasefire beyond the Jakarta talks . At the end of the Jakarta meeting Mr Khieu Samphan, the Khmer Rouge leader, referred to the cease fire as " a false truce " and alleged violations by Phnom Penh government forces.
