The Phnom Penh government yesterday claimed the Khmer Rouge violated a ceasefire agreed last week during Cambodian peace talks in Thailand. The allegations have been disputed but, whether truce or not, they illustrate the mutual suspicion that still divides the Cambodian parties four months before leaders of the Khmer Rouge and the two non-communist resistance groups are to return to Phnom Penh.
