P.Penh, the US dollar dropped to record lows against the Cambodian riel on Thursday, but in P.Penh's wildcat economy that was bad news. One dollar was fetching just 380 riel from the city's black-market money changers on Thursday-down from 1,200 last month before the return of Sihanouk.
