After the three parties of the Cambodian National resistance (CNR) and the Phnom Penh party have accepted the joint appeal of the two co-chairmen of the Paris International conference on Cambodian (PICC) and the UN Secretary to " all the conflict to observe a temporary cessation of hostilities " starting from 1 May 1991, the Hanoi authorities and the Phnom Penh party have mobilized many divisions of their armies to attack the CNR forces at 10-Battambong Front.
