In early June 1976, Hok convened tow meetings at Poy Daung, Kampong Som, and hatched the plots to lead 600 people from Kampong Som. At the time when fleeing, they were equipped with arms. In case of being prevented, they had to open fire. The traitorous group was divided into many targets in time of taking Phnom Penh. Other two remaining targets were to attack Kampong Som. If the plots were aborted, they had to flee into Rorluos forest.
នៅដើមខែ៦-១៩៧៦ ហុក បានប្រជុំ២ដងនៅពយដូង កំពង់សោម ហើយដាក់ផែនការឱ្យមនុស្សរត់ចេញពីកំពង់សោម មកជ្រោយចង្វា មានចំនួន៦០០នាក់។ ពេលរត់ត្រូវប្រដាប់ដោយអាវុធគ្រប់ដៃ បើអ្នកយាមឃាត់ត្រូវបាញ់។ ក្រុមក្បត់បានចែកចេញជាច្រើន មុខព្រួញក្នុងផែនការវាយយកភ្នំពេញ។ ចំណែកផែនការវាយ កំពង់សោម គឺទ័ពដែលសេសសល់ពីរត់វាយបីមុខសញ្ញា។ បើផែនការបរាជ័យត្រូវនាំគ្នារត់ចូលព្រៃរលួស។
