Since the Paris accord was signed, this far the Vietnamese aggressors and the regime they installed in Phnom Penh have continued to assume Cambodia's state authority, both military and civilian. The Vietnamese invaders and the Phnom Penh side are not recognizing the SNC's role as the unique legitimate organ and source of authority in Cambodia during the transition as stipulated in the Paris accord.
