Western and Asian officials were devising a strategy yesterday to save the UN Cambodia peace plan, in danger of collapse because of KR intransigence. After two day of talks international guarantors of the peace process, who include Britain, are expected to adopt a carrot and stick approach to persuading the KR to go along with the UN's most ambitions peace-making effort.
