The policy guideline of CIA group to be implemented was that for foreign policy, especially at the United Nations, "before being defeated", [we]had to contact the alliance countries to negotiate and cease the bloodshed of the communist. For internal policy, "after being defeated", [we]expanded and infiltrated forces into factories in cities, countryside, and everywhere. The CIA activities after the defeat, all members had to go in all directions along with the evacuees. CIA's plans after the defeat, CIA's members had to infiltrate into factories and units to spread propaganda and destroy the revolution.
គោលនយោបាយរបស់ក្រុមសេអ៊ីអាដែលមានទិសដៅអនុវត្ដន៍គឺ ផែនការក្រៅប្រទេស«មុនពេលចាញ់»ទាក់ទងជាមួយប្រទេសនានា ដែលមានបក្សសម្ព័ន្ធឱ្យជួយចចារបញ្ឈប់សង្គ្រាមបង្ហូឈាមរបស់ កុម្មុយនិស្ដពិសេសក្នុងអង្គការសហប្រជាជាតិ។ ផែនការនៅក្នុង ប្រទេស«ក្រោយពេលចាញ់»ពង្រីកនិងបង្កប់កម្លាំងនៅតាមរោងចក្រ នៅក្នុងទីក្រុងជនបទនិងនៅតាមមជ្ឈដ្ឋានដើម្បីកសាងកម្លាំងបង្កប់។ សកម្មភាពផែនការសេអ៊ីអាក្រោយពេលចាញ់សមាជិកសេអ៊ីអាចេញ ចំរុះក្រប់ផ្លូវបង្កប់តាមស្រទាប់ប្រជាជនជម្លៀស។ សមាជិកសេអ៊ីអា ចូលបង្កប់តាមរោងចក្រនានានិងតាមអង្គភាពដើម្បីឃោសនាបំផុសនិងបំផ្លិចបំផ្លាញបដិវត្ដន៍។
