Ke Thao aka Nang, medical staff of P-31, confessed that Loeng was treacherous network of Phoeung. Ratt introduced plans to his network to build up traitorous forces to liberate the country in October 1973. But the plan was unsuccessful, Ratt ordered Loeng to disguise into ministry of logistics and to mobilize more forces.
កែ ថោ ហៅណាង ពេទ្យព-៣១ បានឆ្លើយថា ឡឹង នៅក្នុងខ្សែក្បត់ របស់ ភឿង។ ឈ្មោះ រាត់ បានផ្សព្វផ្សាយផែនការឱ្យបក្ខពួកប្រមូល កម្លាំងកសាងទ័ពក្បត់ដើម្បីលើកផែនការរំដោះប្រទេស ខែ១០-១៩៧៣។ ប៉ុន្ដែផែនការនេះបរាជ័យ រាត់បានចាត់តាំង ឡឹង ឱ្យទៅបង្កប់នៅក្រសួងភស្ដុភារធ្វើសកម្មភាពប្រមូលកម្លាំងបន្ដទៀត។
