Ke Thao aka Nang, working at hospital P-31, confessed that in February 1975, the Kampuchea Labor Party prepared plan to seize the revolutionary authority, while the Phnom Penh would be liberated. Ly was assigned by Pha to link with Prang's network, soldier of division 310, so as to carry out this above plan.
កែ ថោ ហៅ ណាង ពេទ្យ ព-៣១ បានសារភាពថា នៅខែ ២-១៩៧៥ បក្សពលករកម្ពុជារៀបចំផែនការដណើ្ដមយករដ្ឋអំណាច ពីបដិវត្ដនៅពេលភំ្នពេញត្រូវបានរំដោះ។ លី ត្រូវបាន ផា ចាត់តាំងឱ្យទៅភ្ជាប់ខ្សែជាមួយឈ្មោះ ប្រាង យោធាកងពល ៣១០ ដើម្បី ត្រៀមខ្លួនអនុវត្ដផែនការខាងលើនេះ។
