HNTAC has summoned all of its election workers to Phnom Penh of its consultations on their security. Six have been killed in the past three weeks. The UN is already drawing up contingency plans to curtail the elections or to use UN military observers in place of UN volunteers if the volunteers should refuse to return to their posts.
