Sandiego, in 1995, Edwin O. Reischauer, a Harvard professor who later would be U.S. ambassador to Japan, published a book entitled "Wanted: An Asian Policy". He wrote, "We take a frantic interest in individual crises when they develop, but appear strangely indifferent to the basic ills that have caused them.
