On the eve of UN-sponsored election, Cambodia as a unitary state has effectively ceased to exit. In the week before the polls were due to open on July 23, sporadic raids and skirmishes began to coalesce into a coordinated campaign as the Khmer Rouge sought to seize and hold territory from the Phnom Penh government and other faction forces.
