Vann Saratt was born in Kampong Ro district, Prey Veng province. Saratt studied at grade 7. After discontinuing his schooling, he began to export chickens and ducks to Vietnam and joined the army in Kampong Ro district in 1970. In late 1972, Saratt was transferred to battalion 30 of Eastern Zone. At that time, Sang, chief of political unit of company, indoctrinated Saren to serve for the Free Khmer movement and introduced the infiltrating network at unit 130. In 1975, Sophal assigned Saren to air forces unit 502 in preparation for toppling Phnom Penh in July 1976.
វ៉ាន់ សារ៉ាត់ កើតនៅស្រុកកំពង់រោទ៍ខេត្ដព្រៃវែង រៀនដល់ថ្នាក់ទី ៧ ឈប់មករកស៊ីយកមាន់ទាទៅស្រុកយួន ចូលធ្វើកងទ័ពនៅ ស្រុកកំពង់រោទ៍ក្នុងឆ្នាំ១៩៧០ ។ ដើមឆ្នាំ១៩៧២ ផ្លាស់មក នៅវរសេនាតូច ៣០ របស់ភូមិភាគបូព៌ាពេលនោះឈ្មោះ សង ប្រធាននយោបាយអនុសេនាធំបានអប់រំ សារ៉េន ឱ្យបំរើសកម្មភាព ខ្មែរសេរី ហើយបានស្គាល់ខ្សែរយៈបង្កប់នៅអង្គភាព ១៣០។ ដល់ឆ្នាំ១៩៧៥ សុផល បានចាត់តាំងឱ្យ សារ៉េន មកបង្កន់នៅ កងទ័ពអាកាស៥០២ វិញដើម្បីចាំជួយធ្វើសកម្មភាពវាយសង្គ្រប់ ភ្នំពេញនៅខែ៧-១៩៧៦។
