Over launch on December 02, saw unit Kongsiri (Chief , sea division, MFA) interpreted no wins visit to Phnom Penh as an indication that Kampuchea was beginning to come out of its shell and that the kampucheans regarded a visit by the Burmese head of state as an easy starting point.
