If further discussion, Lu Wei-Chao (director, Asia department, MFA) has spoken in terns of there being a need eventually to hold negotiations in order to achive a a satisfactory resolution of Cambodia problems, although those Khmer leader specifically proscribed by GRUNK would not be able to participate. He referred to the possibility of talks between the insurgent forces and representative of Phnom Penh.
