On 19 August minister, after being given a full outline of pros and cons of recognising GRUNK (including your telegram 697) decided that we should continue for formal but low-key relations with the Lon Nol government while it lasts but hold ourselves in readiness to recognise rapidly and establish relations with whatever government comes to power in Phnom Penh and which has the support of the Cambodia People.
