Recknagel (U.S Embassy) spoke to us on 27 December about his doubts whether much would come of efforts to strengthen the Cambodian I.C.C. asked how the Americans would proceed if this come to nothing, He referred to the U.S military and Vietnamese pressures for practical measures abainst V.C bases in Cambodia.
