I spoke to Harriman today that his recent overseas visit, and in particular his discussion with Maurer in Bucharest, Harriman said that Maurer was anxious to keep in touch on Vietnam and indicated that we would continue to try to influence Hanoi. He had told Harriman of his recent visit to Hanoi and what he had reported regarding the views of the North Vietnamese leadership was not in any way encouraging.
