Finnish MFA told the this morning, while finland had diplomatic relations with the government of prince Sihanouk since 1970, negotiations, which now been formalized with the issue of a communique in Phnom Penh establing diplomatic relations between finland and Kampuchea. Finnish MFA said that their ambassador in China would be accredited to Phnom Penh.
