Assumption that ICRC has not sought access to Kampuchea is correct. However, joint ICRC/ LEAGUE Indochina Bureau (underline Three) wishes to resume relations with new Kampuchean government and hold some funds in goveva to allow early comment of assistance program should any request be received.
