Foreign ministry told us they understood Sihanouk was leaving by plane tomorrow for Moscow and would fly from there to Phnom Penh. French had had no contact with Sihanouk since attacks on NLF and DRV embassies in Phnom Penh and did not know who had back behind him. Bolle dismissed any possibility that Sihanouk could have inspired encouraged incidents by referring to cable to queen mother.
