Summary / Abstract :

In the conversation on Laos reported in our immediately preceding telegram froment-muruce commented on developments relating to ICC. He said that as regards the Cambodian motives he could not this stage do more than draw up a list of the possibilities. The Cambodian had place a lot of emphasis on financial motives for their more and it was true that they might consider that at a time when their territory was being violated and might in the future be move so ,an in achive ICC was worse than no protection and so the ground should be cleared for alternative and more effective arrangement.
