At dinner on 20 November, secretary of state stirn spoke to the Indian ambassador on the lines as those reported in Reftel, saying that the first aim must be save the Cambodian People bu beyond that to achieve teh withdrawal of Vietnamese forces and a neutralised Cambodia, adding that the France were continuing to talk to the Russian about this and were finding then rather than more responsive than before in strin's view the Russian were sensitive to the embarrassment caused to them by the behavior of their Vietnamese allies and they did not want to see the Asian countries alarmed and hostile to Vietnam.
