On 26 October, Schlumberger (foreign ministry Indo-china desk officer) told us that the France aim, in proposing the UN conference was to provide a stimulus for donor countries to contribute aid to Kampuchea, and also to show Vietnam (And China and the Soviet Union) That the time was past for haggling about the legitimacy of this or that regime and that the western countries were serious about humanitarian aid.
