We informed Keil (south and south east Asia branch, MFA ) of your intention on 14 April.
Keil said that the FRG had no immediately plans to recognise a new government in Phnom Penh/ The difficulty was that Sihanouk had broken off relations with the FRG in 1969, and the FRG government considered that the first move to re-establish relations would have to come from Phnom Penh. |
