Report from Cambodia of aggression by South Vietnam have caused embarrassment at the headquarters in Bangkok of the South-East Asia treaty organisation , neither Vietnam nor Cambodia is a member of SEATO, but Cambodia has been expressly declared to be within the territory covered by the treaty and a Cambodian appeal for assistance would raise awkward problems.
