Chin Phal continually received the plans from Pon Vin, a guerrilla, in term of politics and convinced the people to counter the revolution, demand freedom, build up forces in villages, steal rice of people to supply the guerrillas and destroy crop of cooperative. From May to June 1976, they would attack Neak Loeung by infiltrating the Free Khmer forces and newly-expanded Free Khmer forces. From June 1976 on, they staged riot in villages, sub-district, and districts to take over Phnom Penh.
ជិន ផល់ បានទទួលផែនការពីប៉ុន វីន ជាចោរព្រៃជាបន្ដបន្ទាប់ផ្នែក នយោបាយបំបះបំបោរប្រជាជនឱ្យប្រឆាំងបដិវត្ដ ទាមទារសិទ្ធិ សេរីភាព កសាងកម្លាំងបង្កប់តាមភូមិ លួចស្រូវអង្ករប្រជាជនឧបត្ថម្ភ ពួកចោរព្រៃនិងបំផ្លាញដំណាំសហករណ៍។ ពីខែ៥-៦ឆ្នាំ១៩៧៦ វាយយកអ្នកលឿនឱ្យបានដោយទ័ពខ្មែរសេរីបង្កប់នៅអ្នកលឿង និង ពួកចោរព្រៃដែលជាទ័ពខ្មែរសេរីទើបកសាងថ្មី។ ចាប់ពីខែ៦-១៩៧៦ ចាប់ផ្ដើមធ្វើកុប្បកម្មតាមភូមិឃុំស្រុករួចវាយលុកយកភ្នំពេញតែម្ដង។
