Summary / Abstract :

The State department's view that lack of high level contact between Cambodia and its neighbors allows minor differences to build up into major ones is only too well born out by local experiences, meeting between foreign ministers or other leaders of the three countries. Thailand,Vietnam, and Cambodia, could not fall in to have a beneficial effect on the latter .
