Askew (Cambodia Affairs) commented on 30th August that on of the disquieting aspect's of Sihanouk's comments to Malcolm Mardonald had been the former's suggestion that Cambodian armed forces needed to be built up to the point where they could act as a "Deterrent'' to Thai or South Vietnam aggression.Given the possibility that Sihanouk was talking loosely it was inconceivable that five million Cambodians could support forces anywhere near the level of South Vietnam (with a population of 14 million) or Thailand (with 24 million). In the state department view, the security of Cambodia mist inevitably continuing to rest on external guarantees and it was encouraging that Sihanouk had also had expressed interest to in obtaining political assurances.
