With reference to the attached telegram O.PK 7200 from Peking, it seems to me that it would be most in appropriate for us to ''Urge on the Thais that they should offer bilateral border talks with the Cambodian''. Since the present series of closhes began some 8 months ago, it is the Thai who have made all the running where attempts at conciliation are concerned.
