During a call on sawanit kongsirl (chief, south-east Asian division ) on 15 August, I outlined our current thinking on the subject ans asked for his comments. He agreed that the primary motive underlying the Cambodian military action was probably relations against resistance groups of Khmer exiles, operating out of camps in Thailand.
