In the course of a call made on him with Fitzgerald (Australian Ambassador to China) Kapitsa in the ministry of foreign affairs said the following:
Cambodia: The Soviet Union's information on what is happening in Cambodia is still far from complete but it was clear that Chinese influence was waning and Vietnamese influence was increasing.
