Summary / Abstract :

In a farther conversation we had on this matter with Mr Frank tatu ( Cambodia desk-State Department) on 27July, re informed us , in strict confidence, that his efforts to head the Cambodian government away from the Roc offer of help in implementing United States aid in Cambodia had rather surprisingly, and Tatu felt unfortunately, been blocked within the State apartment.
