Permanent representative of Laos (Sisouk no Champassak) told me yesterday that he had been urging upon the leader of the Cambodian delegation (Son Sann) that nothing be done about making a proposal making a proposed in the UN for a neutral zone for laos and Cambodia until the internal position in Laos had become less disturbed and clearer.
