The trial was held before the Phnom Penh military tribunal, presided over by a civilian judge (Mr. Men Kim San) and including four military judges. Its hearing were in public. According to the Minister for Justice, Mr. Yem Smbaur, political crimes must be tried in military courts under existing Cambodian legislation.
