On 4th May Chou En-Lai sent a letter of congratulations to Penn Nouth on the second anniversary of the establishment of the RGNUC. Chou stated that the victories won on all fronts, political military,economic and diplomatic and the heavy blow dealt to US plans to ''Khmerize'' the war have ''fully proved'' that the RGNUC is ''the sole legitimate government truly representing of the Cambodian people''.
