As I have reported before it seems that announcement of Cambodian intention to take question to the international court were made almost at the same time solelly by concidence. It also appears likely that Cambodian Ambassador at Bangkok delayed for some days carrying out this instruction to give prior confidential advice to Thai foreign ministry, The motive I believe can be explained by the assumed need to re-established the regim's position internally, at the time when Sihanouk felt it was under political pressure.
