Askew (Cambodian Affairs) told us on 1st April that the Cambodian had approached the United States in both Phnom Penh and Washington regarding the south Vietnamese note claiming sovereignty over Island in the gulf of Siam. The United States had welcomed this but matters had not been helped by Sihanouk's public statements, alleging that south Vietnam was threatening to attack Cambodia but that there were'' friends'' (by implication the communist blac) to which Cambodia could turn for protection.
