Attached for your information is copy of a record of conversation with the Indian charge d'Affires, Phnom Penh on May 23, 1956. I have found independent evidence for the second and third items mentioned in this talk. As regards the fourth, however, the French High commissioner believes that there is little or no foundation for Mitra's allegation that Higaud has been active in organizing the reported Sino-Cambodia Friendship Association.
