According to the State Department, a settlement of the South Vietnamese - Cambodian frontier problem is impossible while Prince Sihanouk remains the dominant political figure in Cambodia. His personal relations with President Diem of South Vietnam are particularly bad and this is reflected in the generally poor relations between their two countries.
